RARR release for recalled IPP client and release at MCA for recalled lifer client

Catherine Bond has recently attained release for two of her clients without the need for an oral hearing.
Her IPP client had been subject to a lengthy recall and subject to further allegations. These were dropped and Catherine made a Rule 21 application on her client's behalf, seeking release without the need for an oral hearing. Though the Parole Board rejected this application, the representations were considered in the RARR review and release was directed. RARR release decisions for IPP clients are still rare, but it is encouraging that the Secretary of State was willing to direct release when the Parole Board were still insisting on oral evidence.
Catherine also attained release for a lifer client who had been recalled for an allegation of threats with a weapon. The matter was dropped, and due to Catherine providing detailed information about the weakness of the allegation, the Parole Board felt able to direct release at MCA without directing further information for the police.
Release on the papers, whether through RARR or the Parole Board, significantly reduces the length of time clients have to spend in custody, so these are very welcome decisions.
