Baxter has a keen interest in public law and human rights. He has rapidly developed expertise in compassionate release applications, repatriation cases, and damages (compensation) claims against the Parole Board for delayed hearings.
In his first months with SL5, he played a key role in a successful compassionate release case before the High Court (Khan v Secretary of State for Justice [2024] EWHC 3390). He also successfully opposed the transfer of a prisoner to Lithuania, where his life was at risk from reprisals by a criminal organisation. Additionally, he has secured permission for a client in prison to attend a family funeral and has acted in multiple damages claims for delays to Parole Board hearings, achieving highly favourable settlements for clients.
