European Court of Human Rights

This was an application to the European Court of Human Rights in relation to a violation of article 5 of the European Convention on Human Rights by the United Kingdom's delay in allowing a prisoner access to rehabilitative courses and repeated deferral of his Parole Board review hearing.

The European Court of Human Rights held there had been a violation of article 5(4) of the Convention due to a 13 month delay in conducting the parole hearing.
